and rules and regulation which govern the present bureaucracy. If the tax is levied on all by the government and
it is collected from everybody’s money to run its affairs then the government
belong to all. Whoever contributes to the existence of one structure that
structure belong to them. So It doesn’t
belong to certain politicians in the name of Member of Parliament, legislature
and to bureaucrats in the name of government employees and judiciary in the name
of permanent judges. For this there
should be basic laws that should be enacted by the parliament and accepted by
majority of the people by referendum. In

The shelter has to take place in land and therefore the land can’t be traded like a commercial commodity as we conduct trade on other consumer items like vehicle, utensils and accessories of life. The land has to be available to any human being in a reasonable price. And No commodity should be prized more than its productivity also. That is the basic of any trade. If you buy or sell anything above the productivity of an item, then it will perish very soon and it works only as a bubble. So we cannot allow the commercial trade on Land since it is so essential for human being and its existence. If we allow trade on very existence of human being, they will become more aggressive and reactive towards the system and resort to violent method of reaction, which destroys the peace and tranquillity of the human society. Therefore the price fixation of land in Kerala is unethical and unscientific, which needs to be corrected with immediate effect. If these pricing is done to please anybody to meet the commitment, I would say the government and its partners are engaging in very risky and volatile business, which may burn them forever. So correct the mistake before it becomes a disease that kills yourselves very soon.<br />I have a suggestion to put forward to general public regarding the fixation of price of land. If the government likes to adopt it they can also takes it to implement the correction in its policy of fixation of price of land. According to me the land has to be priced at two levels such as low price and high price and there should be a fixed amount Rs. 500 for registering one cent of land. The low price of a land is determined in order to stop cheating the individuals for any personal or family purpose. The high price of land is determined in order to stop cheating the Bank for loan and other deals with registered documents as security in relation to Public Money. This low and high price has to be determined by the government agency and the high price has to be much below the market price of the land at that particular time. Then only the bank can retain its money from the security attached to it for financial transactions. Otherwise certain individuals will register land for very high price and take loan from Bank and cheat it, which will result in the bankruptcy and vanishing of public money. Apart from this the people will become lazier and they will engage in real estate trade and won’t work in the land to produce anything. They think that real estate business is good and they can live in this Earth without any work at production level. So the price of land has to be kept low for making the people a working class and engaging them in production of agricultural goods. <br />The government is standing as a witness in the transaction of land between me and another individual. For this activity of the government to keep the record of our transaction, they can charge a fixed amount and it can be determined form time to time also. This has to be determined in a fair way between 500 to 1000 for one cent at any given time of the history. As government is a party in vehicle transaction in the name of registration, the same authority is a party in land transaction in the name of registration. The government is not taking percentage of price of vehicle instead it has a fixed amount for each vehicle to register. Similarly the government can fix an amount for the registration of one cent anywhere in Kerala. Thus the government will get a nice income as per the transaction of cents occurred in each year. The people will be also happy that the poor people get relief from the exorbitant amount needed for registering a piece of land due to the bureaucratic inefficiency and red tapism. Now we need to determine the contentious issue that whether we need to accept the fare hike or disregard it. In my opinion the fare hike in the Railway is unwanted because the railway itself admits that it has to spend 95% of its income for its own running. That means the income is utilized for the salary and maintenance of the existing system. Therefore the railway doesn't have the income to start new project and implement modernization of railway. This means the railway will perish in near future with its existing bogies and engines and it won't be possible for anybody to run it in its dilapidated state of affairs.<br />So where we have to begin with the corrective measures. The railway says that it spend its money for pension for 1.2 million people. If this is the case why can't Railway stop this pension scheme? It is after all a company. When you work in that company you will be paid your salary after that you have to look for new job and manage your affairs with the income that you gained during your work. Then the railway gain money for its modernization. And there is lot of free travelling allowed to MP-S. MLA-s, Army personal and Railway employees. This system have to be stopped. The railway has to charge every traveler. This will bring accountability in the money spend for the travel by different sections of the people. Thus railway will gain more income from these sections of travelers. No members of bureaucracy need to get any kind of concession in the railway instead all have to pay the amount to the carrier. Now there is a problem regarding the financing of the travelling of the members of bureaucracy or executive and legislature and Judiciary. The money has to be given to its members by the concerned authorities. In this way they will be forced to make regulation in their spending and there will be a regulation in allowing leave to these sections of the people. For an example an army man is entitled to 90 days leave in a year. But he comes to home very often due to the concession given by the railway to army person. so he need to give only reservation charges and fill up a form to get the concession from railway. If there is no concession the army will allow only one leave in a year with a provision for reimbursement. Other than this official reimbursement the army man can seek for the leave in his institution, but he has to pay the traveling expenses from his pocket. The official traveling expenses can be reimbursed to him along with is salary. So there is no case of free traveling in the railway. In this way railway gain the money.<br />Another thing is that railway has to curtail its own expenses. There are lot of corruption going on in the railway in the name of allotting platform for train with material to disembark. This system of railway has to be changed. Once the train report to the station, the railway has to charge the party form that time on wards. It is the duty of the trader to disembark the material as early as possible and pay the railway according to the time. In this way the railway department will become efficient and take the train to its destination with a short span of time. Thus railway will get more train for carrying the materials. For this the railway has to make provision for ht driver of the engine to sleep in the station and take the train to its destination just after the disembark. The 8 hours duty of the driver has to be determined in accordance with the time driver spend for driving the engine and in accordance with time he reported for the duty and ended his duty.In this way the railway can gain lot of money through its own measures.<br />Secondly railway can avail computer checking device to all TTE-s, which will be connected to a central computer. Which says about the travelers in a train and the computer programme can make seats available to other travelers traveling in that train with RAC tickets and Waiting list tickets. If the TTE don't report the case of Waiting list ticket, the computer can make this information available to its internet site, where by the passenger gets information regarding his status on journey. In this way railway gets time and opportunity on distant running trains to avail the ticket to another passenger on that route. So the corruption involved with ticket issue in the train can be stopped. The railway protection personal can evict the non confirmed ticket traveler from the train upon the complaint from the passengers. Thus the people will appreciate the service of the railway and they will be free from the harassment of the TTE-s and non-confirmed ticket travelers. <br />Another thing is that the railway can issue the tickets to short distant passengers during the day time from 8 a.m. to 5.p.m. in the long distant train in the sleeper compartment, when this information regarding the disembark is available form the TTE-s . Thus railway gain lot of money in its train service.<br />So the railway minister has to check these possibilities of railway and bring down the work force and instill efficiencies in the TTE-s and drivers of the train, who are the nut shell of the computation in railway. There has to be some incentives to TTE-s who reports more vacancies from each station from his jurisdiction of two compartments. So the minister has to show interest to study the matters of railway and force the bureaucracy to perform. If they don't perform such persons have to be dismissed.<br />The railway can avail solar paneled train to travel between long and short distance. In this way the railway can make more profit form the existing train. And it can reduce its dependence on the diesel. I don't understand why the central government is more interested in giving money to foreign nation in the name of diesel and petrol. Why can't railway constitute a solar pannelled electricity generation unit in Dhar desert of Rajasthan and use that electricity to run its electric trains. Why the bureaucracy and politicians don't think in these ways.<br />Are you really sleeping over the issue and looting the public. That is why public are agitative and if they implement these suggestions certainly the railway can run the existing system with less money and gain more profit with out increasing the fare of travel. I would like t point out the corruption perpetuated by the Indian national congress party over the decade. From the time of Motilal Nehru to Rahul Gandhi, congress was under the family control of Nehru family. This itself perpetuated the corruption here in India due to their inability to rise upto the level of leader of common people. Even when congress is in the rule at centre, it fails to implement the projects that benefit the people of India. The recent failure in the four states election (Uttar pradesh, Punjab, Goa and Jharkand) don't teach them the lesson that their failure to contain the corruption is the prime cause for their failure. It means the congress party is in the clutches of rich person, who don't have much public support in the Indian politics. Because all people know that it is the public money that is looted by this people and they become rich by this public money. It is a well known fact here in India that trade and business is the best means to become rich. Because the government is inactive and they don't take responsibility of collecting the taxes from traders. Instead the bureaucracy is happy in getting the bribe from business people and traders along with the salary they get form the government. And the government is not in a mood to contain this menace. THE CONGRESS IS SABOTAGING THE PASSAGE OF LOKPAL BILL IN THE NAME OF MINORITY RIGHT. I AM A CHRISTIAN BUT I AM AN INDIAN. WHY THIS INDIAN GOVERNMENT WANTS TO GIVE THIS MUCH IMPORTANCE TO RELIGION MORE THAN THE INDIAN CITIZENSHIP.So it is high time for the government to disregard this kind of minority clauses and include the Indian citizen clauses in the Jan lokpal bill and pass it to make the bureaucracy accountable for the corruption that they are engaged in. By the very fact the employee in engaged in corruption means that he is not entitled to continue in the job. so all bribe taking bureaucrat should de dismissed form the service and Indian bureaucracy has to come out clean and clear to serve the people and work for the progress of the nation. But this mentality of minorities are based on the Hindu coomunity's inaction and thinking of politics. The Hindus never change their attitude as the minoritiies do. So the political parties takes them for granted and impliment thsoe decision which favour the minorities. Whenever congress comes to power the major protfolios will be handled by Christians and Muslims and they make decsion in theri favour. This kind of politics and idea that christians can influence the givernment made the cardianl to make such statement. That even though you make murder if you have religious backgroun then you don't worry about the crime that you comit. This kind of similar case have beeen found in thCharly's case wher K.P. Yohannan's group employed an advocate form the supreme court to appear on behalf on him. According to them the religion is the sole property of them and nobody should interfere in their affairs. If anybody want to interfere they have to undergo rigorous training and become priest and leader of that association. In this case the ordinary believer doesn’t have any say in the matters of religion, which is a public issue and concern. But all religious people can voice their politician opinion on the basis of their citizenship and complaint to the civil authority to settle the religious disputes also. So it is clear that religious leaders have clear politics and exact involvement in the affairs of politics and they even publish the pastoral letters to that effect. But the ordinary citizen and civil member of the society don’t have any say in the affairs of the religion. My simple doubt is that who made this religion as the affairs of the selected few people? Be it Muslim, Christian or Hindu, who made them more religious and advocates of the simple faith that God exists. If everybody believes in the God then all those who believe in that existence of God -be it Allah, Christ or Brahman, all have equal right to express their opinion in the matters of the religion. Therefore let not the leaders of so called religion think that they are the sole authority in the matters of religion. If they are human and can express opinion regarding Godly matters, everybody has the right to make the opinion. So let not the religious people get worry that politician or simple faithful is making the opinion regarding the matters of the religion. The other people express their opinion since there is an issue. So let us concentrate on the issue rather than person who makes the statement. I f the contentious issue is not amicable solved or answered these kinds of criticism and questions will come up later also. <br /> The religious leaders are really worried about the controversy and controversy bring down the flow of faithful to those controversial areas. As a result the money collection is reduced, which result in the comfort and financial muscle power of the religion. The money which is collected by any firm- be it religious or secular- has to be taxed. Actually I am not in favour of the tax because it is public looting in the name of government, which doesn’t do any good to people instead it persecute the people in the name of government. The bureaucracy doesn’t do any good to people instead it just sit over the genuine issues of the people and harass them maximum. So the money collected to give salary to bureaucracy has to be reduced then only the real democracy will prevail. The public welfare activities can be funded as long as it serves the public in a well manner. Otherwise it can be eradicated and modified into new service depending on the situation. <br />The matter of interference of religion with politics and vice versa has to be promoted in order to maintain a good spirit of justice and morality in the society. The leaders of the both association need not be worried about the opinion of others. Let us focus on the issue and correct that issues as possible as we can. Freedom from Religion is a freedom derived from the right to human dignity, which is protected by the basic law on human dignity and freedom. If you want to set free from the control of religion and get marry at your will. There is a way to this in this modern society and we have done this in our lives. So I am writing this experience of us for your reading and future actions.<br />I was a catholic priest and left the Catholic Church and priesthood on March 25, 2010. I decided to get marry in my life after one year. So I gave matrimonial advertisement in the Malayala Manorama News paper that I was a catholic priest and prefer to have register marriage. To my surprise I received 50 proposals and I selected 10 proposals that suits my category and visited them to have a personal meeting and interview with them. I explained to every girl that I don’t want dowry but I prefer a working partner in my life. To my surprise there was strong resistance form the girl’s side that many are not ready to work after the marriage. They consider the work as a method to enter in marriage relationship. After that they are not interested in working to gain their own food and meet their expenses. They think that husband should look after them after the marriage.<br />At last I found a person who is ready to think differently and prefer to be my working partner in life. I didn’t have second thought and I gave my consent to that person. Now I am writing this blog along with that person. We fixed our marriage and decided to get marry through the Sub-registrar office of Kerala government. Thus we got married on August 27, 2011 in the presence of our parents and they signed as the witness to our marriage. After that we went to the St. George Catholic Church, Angamaly to have the tying of thali (Mangal sutra), which is the symbolic sign that a girl is married to a person. We prayed in front of the Alter of that Church and got the thali from the father of bridegroom and tied the thali on the neck of bride. After that we received the wedding ring from the mother of the bride and exchanged the ring to each other. All these functions were done in the presence of the family members and no priest was present in that ceremony. We decided not to call any priest to this ceremony even though they were amply present outside the church in their presbytery and corridor of the presbytery. Thus we proved that we can marry even without the consent of the Church authorities but with the consent of our parents. Actually there is no high priest other than our own parents who brought us up to this level. If so why should we call other alien priest to our most important ceremony of life. And this alien priest will perform the ceremony according to his whims and fancies without any commitment to the actions he performs in front of others. So set aside them and give priestly function to our own parents in our marriage. After all according to the Christian and Catholic belief all believers are priests only. And we have full right to perform these ceremonies in accordance to the Holy Book of Christians –BIBLE. After these ceremonies we went to Surya Hotel for marriage reception and grand party followed over there. In this way we have set a new trend for future generation to follow in their life to experience full freedom as human being by avoiding the clutches of religion and religious people in our personal life.<br />The civil registered marriage has more advantage and validity than the religiously solemnised marriage in the presence of priest. But we need God and faith in Him, which we can keep it in our life by praying to him either in the Church or in a convenient place. We needn’t invite a priest for this function which we can do by ourselves. After all the priests are performing these function in order to get the money and status among the people. The fear psychosis of people that the priest is needed to perform these function in right manner make things worse and they take advantage of this fear psychosis of the general public. So arise and stand in your own leg and set aside the fear to march ahead with your freedom and dignity as a human person. It gives you a peace of mind and freedom from unnecessary persecution of a religion in the name of marriage and related expenses. After the Church ceremony we went to bridegroom’s house to enter in the house with the blessing of parents. Then we had our mathuram or exchange of sweets in order to mark the new beginning of our life with sweetness. After this programme we went to the Hotel for the marriage reception. We had invited many people from our relatives and friends for this function and we had grant dinner at the hotel with all its pomp and style. We began this function of registering of our marriage at 10.30 A.M. and finished all the activities within 2.30 p.m. All the best for your new way of life and May God Bless Us All. Today 20/02/2012 there was news in the Surya TV that Ambika Amma, the secretary of Commission for the women, does the action in accordance with her likeness and dislikeness. This allegation was made none other than her superior person, Justice Sridevi. Sridevi made this allegation in public through surya TV and in reaction to these allegation of egoistic and non-accountable action of secretary, there was no reaction from her. Instead she resorted to the government laws which doesn’t allow her to reveal things in the public as government secretary. If such law exist for the bureaucracy for not explaining the allegation against them, such laws should be amended with immediate effect. In this level the minister Mr. M.K.Muneer has lot to do along with his colleagues in the government and legislature. We are living in the 21st century and not in the British colonial rule. During British time they had lot of things to cover up in India, So they made laws that protect their bureaucrats and supporters. Now we are a republic nation with our laws and people. If there is such laws still exist where by the bureaucrats can’t reveal their position with regard to the allegation made regarding their inaction and egoistic attitude, it is high time to change it and make the bureaucrat accountable to the public and answerable to allegation. Whom does Amika Amma think about her? Who is she? She is just servant of the public and she is not doing the duty vested on her by the simple faith of the public. Then she is not eligible to continue that position. So the concerned minister M.K. Muneer has to take action against her and remove her from that position and give a message to bureaucracy that if they don’t do their duty then they will be thrown out of the job. It is the public money that they receive as salary and other amenities. If the concerned minister along with colleagues in the government and legislature make necessary action and amend the law that deny the public at least an explanation against allegation, the reaction of the public will be very damaging. The bureaucrat will face the anger of the public and it will be determined to her life even. Here after let the bureaucracy realise that they will be asked to pay for the inaction and non-performance in the their office. I make this warning to the minister and you will be responsible for the law and order problem created by these kinds of bureaucracy in the public. Therefore it is high time to give a message to the bureaucracy that they have to do their duty and be accountable to the public. If you don’t give that message we are ready to give that message, which will be determined to her life even. Therefore you better THINK AND ACT OTHERWISE BE PREPARED TO FACE THE CONSEQUENCE. The present government servants are afraid to buy money directly from the customers, so they have started collecting their illegal income from the agencies related to their department. I will explain in details with regard to the corruption in registration department and RTO, which I have experienced directly in recent times.</p> <p class="MsoNormal" style="text-align:justify">Corruption in Registration Department.</p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt">I inherited my ancestral property from my father recently. And as per the new law each 2.5 cents (one unit) have a fixed Value determined by the government servants. Here the democratic elected representatives are mere spectators and they rely on the bureaucracy to execute things. They don’t know how to take responsibility and ask the bureaucracy about the criteria of determining the value and its merits and demerits. The elected uneducated representatives merely follow the dictates of bureaucracy. And ultimately people are responsible for selecting these uneducated persons as their leader in the name of party politics. Anyhow I will explain the corruption involved with this new system.</p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt">As per the new law the customer is entitled to pay the full amount of registration fees to the government. So there is no much scope for the bureaucracy to exploit this provision and get money from the customer in the name of devaluation of property and lesser registration fees. So they have approached the agencies involved with registration. These agencies don’t have much activity in writing the document since it is already there in computer. They need to alter some details and make necessary correction with regard to parties and places. Other words and formats are ready in the computer. So an expert can make the document with one hour effort. These things will make their position worse in terms of payment. So the registration agencies collect this percentage from the customer and pay to the registrar and other persons working in that department. In this way the sub registrar amalgamates Rs. 30000 to 40000 daily from these agencies. When this amount is calculated for a month it comes around Rs. 8.75,000 and for an year it comes around one core. If the agency is not willing to pay the corrupt money then the registrar and the persons of that department will drag the file of customer. Thus he will be walking from pillar to the post for registering the land. At the end of the day the customer will lose his time and money in connection with registering the land. The department has updated their department with computer, but they will drag the file of the person in the name of writing a copy of the document. Thus the departmental work takes 10-15 days to make a copy of the document. In this way the registration department gets the time to show vengeance on the person, who approaches them directly by avoiding the agencies. </p> <p class="MsoNormal" style="text-align:justify"><b style="mso-bidi-font-weight: normal">Solution to this problem<o:p></o:p></b></p> <p class="MsoListParagraphCxSpFirst" style="text-align:justify;text-indent:-18.0pt; mso-list:l1 level1 lfo1"><!--[if !supportLists]--><span style="mso-bidi-font-family: Calibri;mso-bidi-theme-font:minor-latin"><span style="mso-list:Ignore">1.<span style="font:7.0pt "Times New Roman""> </span></span></span><!--[endif]-->Let the agencies write the document and the real customer pay them at their office and after that the customer has to approach the office of sub-registrar for registering the land. In this way the sub-registrar won’t understand the agency that prepared the document. <span style="mso-spacerun:yes"> </span>In this way the practices of collecting commission will be difficult for the offices and persons.</p> <p class="MsoListParagraphCxSpMiddle" style="text-align:justify;text-indent:-18.0pt; mso-list:l1 level1 lfo1"><!--[if !supportLists]--><span style="mso-bidi-font-family: Calibri;mso-bidi-theme-font:minor-latin"><span style="mso-list:Ignore">2.<span style="font:7.0pt "Times New Roman""> </span></span></span><!--[endif]-->Le the government fix the writing fees of writers of document and publish it in every agency\s offices for the information of the public. A copy of it can be published in the sub-register office also. So the agencies will not hide this information from the new customers, who are not aware of this fee structure. These fees can be published in the site also so the tampering with the notices and information will be reduced to certain extent.</p> <p class="MsoListParagraphCxSpMiddle" style="text-align:justify;text-indent:-18.0pt; mso-list:l1 level1 lfo1"><!--[if !supportLists]--><span style="mso-bidi-font-family: Calibri;mso-bidi-theme-font:minor-latin"><span style="mso-list:Ignore">3.<span style="font:7.0pt "Times New Roman""> </span></span></span><!--[endif]-->The government have to cancel the licensing fees of the agency, if they are involved in the malpractices and should not allow this person to open any agency in connection with government inn future. Then only the persons involved in this corruption have the fear of losing his futuristic prospectus. This can be recorded in his service book and after three suspensions for a person’s inefficiency that person can be dismissed from the service. </p> <p class="MsoListParagraphCxSpLast" style="text-align:justify;text-indent:-18.0pt; mso-list:l1 level1 lfo1"><!--[if !supportLists]--><span style="mso-bidi-font-family: Calibri;mso-bidi-theme-font:minor-latin"><span style="mso-list:Ignore">6.<span style="font:7.0pt "Times New Roman""> </span></span></span><!--[endif]-->Does the government has the will to act and make necessary legislation to stop this menace that will eventually destroy the faith of the people in democracy and force them to engage in anti-government activities. </p> <p class="MsoNormal" style="margin-left:18.0pt;text-align:justify"><b style="mso-bidi-font-weight:normal">Corruption in the RTO<o:p></o:p></b></p> <p class="MsoNormal" style="margin-left:18.0pt;text-align:justify">The corruption in Angamaly Sub RTO take place through the agencies of driving school. The officers related to issuing licence are having unholy connection with agencies of the driving school. It is a common knowledge and fact that present RTO-s posted in the Angamaly Sub-RTO collects the fixed rupees from the driving school for each licence. I had the UP licence with me at from 1997 onwards. And it ceases to exist as I attain 40 years of age. I approached the Angamaly Sub-RTO for the renewal of the licence, then the officer Mr.Stephen told me that he won’t renew UP licence without the NOC from the concerned RTO. In that case I have to approach the UP Fatehpur RTO for getting NOC. So he advised me that it will be a tiresome and hectic process, where you will lose money and time. So it is better that you apply for new licence here and take the licence from Kerala. A that time I didn’t suspect his intention and advice. So I applied of the new learner’s licence on May 26,2011. I passed the learner’s test and received learner’s licence with a test date of June 27,2011. As I had my own hero honda splender bike, I was forced to approach a driving school for my LMV licence (motorcar licence). Thus I approached the Surya Driving School, which is a prominent one here in Angamaly. As I was driving Motor bike and car previously, I learned fast the taking of 8 for motorbike and H for motorcar. I learned only three days and on the test date the driving school, which promised me to help on the test date with free of cost, demanded Rs. 650 as a fee for three days. Then I opposed them by stating that their promise was free of cost help. In that time the real version came out that they are charging Rs.50 per each item for the days. So my charge will come up to 3x50x2=300. Then I asked about the balance Rs.350. The owner Mr.Vinu of Surya told me that it is the charge for his car and other expenses which, he did not mention further. As it was necessary for me to take the test on that day, I paid the amount and passed the 8 and H test and the driving test<span style="mso-spacerun:yes"> </span>of motorcycle and motorcar. After that I checked my bag where I kept the umbrella. To my surprise, I found that the umbrella is missing. I approached them again for the umbrella thinking that their students might have taken this during the time of necessity, since my bag was with those students at the time of driving the car. During this time, my driving master who was sitting in the office told Mr.Vinu that I am the person who has to pay for the motor cycle. Then Mr. Vinu told me that he was searching me for the further payment. Then I told him that I have already paid you. In this time he explained the corruption involved in this licence issuing process. Since I took 8 and H in surya driving school vehicle, he is entitled to pay a fixed amount such as Rs.300 for motorcar and Rs.200 for Motorcycle to the Angamay Sub-RTO officers. So he needs Rs.200 more for paying the officer, which I refused to pay. Then he told me that he has to pay at any cost to these officers. Otherwise there will be difficulty. And in that case he will get only RS. 150 for utilising his vehicle, which is just sufficient for the petrol price of the vehicle. Then I told him that I will pay you and take up this issue with government and other agencies for public information and necessary action form the public against these corrupt practices of government officials. The RTO officer collect nearly Rs.25000 daily from the persons who take license in regular way. For an officer in RTO gets Rs.6,25,000 per month and he amalgamate Rs.75 lakhs in a year.</p> <p class="MsoNormal" style="margin-left:18.0pt;text-align:justify;text-indent: 18.0pt">In this time I analysed each activities of Angamaly Sub-RTO officer’s and their advice. It is a common fact that these officers fail those candidates who approach them directly and don’t pay their fixed amount to driving school agencies. But they pass every students of driving school even if there is a mistake. The officer of Angamaly Sub-RTO was keen in advising to take licence from Kerala and he doesn’t appreciate the Federal structure of India and UP licence in Particular with a remark that it is fake. The Officer didn’t even allow me to take driving test of motor cycle in my own bike. Instead he demanded me to take in Surya’s motor cycle and motor car. The junior inspector takes the number of candidates of each driving school by segregating the files of candidates in school wise. So the order of taking 8 for the motor cycle will be as per the line of application, but the order of taking H of the car will be as per the school. He then writes these numbers in piece of paper and takes it in his pocket while getting back to his office. After the office hours their share is given by the driving school at proper places through proper channel. And the public has to be aware about this fact and take these officers and driving school to task. Don’t forgive them for looting the public and loot them from their home for illegally amalgamating the money of the public while serving us with our own money. Don’t allow the servant of Public to loot public again in the name of job, which they do by taking huge amount as salary.</p> <p class="MsoNormal" style="margin-left:18.0pt;text-align:justify">Solution to this problem</p> <p class="MsoListParagraphCxSpFirst" style="text-align:justify;text-indent:-18.0pt; mso-list:l0 level1 lfo2"><!--[if !supportLists]--><span style="mso-bidi-font-family: Calibri;mso-bidi-theme-font:minor-latin"><span style="mso-list:Ignore">1.<span style="font:7.0pt "Times New Roman""> </span></span></span><!--[endif]-->Dismiss those person involved in this corruption and the government should take the initiative to cancel the individual’s right to run a driving school to propagate corruption.</p> <p class="MsoListParagraphCxSpMiddle" style="text-align:justify;text-indent:-18.0pt; mso-list:l0 level1 lfo2"><!--[if !supportLists]--><span style="mso-bidi-font-family: Calibri;mso-bidi-theme-font:minor-latin"><span style="mso-list:Ignore">2.<span style="font:7.0pt "Times New Roman""> </span></span></span><!--[endif]-->The issuing of driving licence has to be done by a civil agency, where the government will ensure different types of vehicles for this purposes at each Sub-RTO. The public can access these vehicles as per their requirement by paying fixed fees to take 8 and H.</p> <p class="MsoListParagraphCxSpMiddle" style="text-align:justify;text-indent:-18.0pt; mso-list:l0 level1 lfo2"><!--[if !supportLists]--><span style="mso-bidi-font-family: Calibri;mso-bidi-theme-font:minor-latin"><span style="mso-list:Ignore">3.<span style="font:7.0pt "Times New Roman""> </span></span></span><!--[endif]-->This civil authority will conduct the test and RTO officer will be one among them. The consortium of driving school can make civil agency and engage their vehicles for driving test. The gate man of the school told me that there is no interview in that school and you have to enter for any queries through another gate which is just 1.5 Kms away from this gate. I told him that the school authorities called me personally for the interview and there is interview for my social science subject. But he was unwilling and did not permit me to enter through that gate. So I drove my motor bike towards other gate, which I have to ask many people to find the real way through a narrow gully. At last I reached over there after ten minutes struggle.</p> <p class="MsoNormal" style="text-indent:36.0pt">When I approached the reception, the girl told me there is no interview in this school, It might be in other school. I told her that the gate man of that school did not permit me to enter in that school by stating the same. At last I gave the number of telephone, who had called me for the interview. Then she told me that it is not of Rajagiri Public school, instead it is the number of Rajagiri Higher Secondary School. Now I became sure about the school, because the caller identified himself as Rajagiri School only. He even did not mention his name. Then I went to the office of the Rajagiri Higher secondary School, The office boy immediately called the person in charge and told me that the interview is scheduled in the other School named as Rajagiri Public School. <span style="mso-spacerun:yes"> </span>I told him that receptionist of that school told me to come to this school for the interview. Again he phoned up and informed me that interview is scheduled at 1.30 p.m. in that school only, so you have to go to Rajagiri Public school. Again I approached the former receptionist and told her that interview is scheduled here. She was reluctant to accept me and wants confirmation for this interview. The adamant nature of the receptionist annoyed me, even then I controlled my emotion and requested her to confirm. At last she asked me to wait in the visitor’s room. </p> <p class="MsoNormal" style="text-indent:36.0pt">As I was waiting in the Visitor’s room, one candidate came over there after the interview. So now I was certain that interview is taking place. But there was no call for me at 1.30 p.m. I waited upto 2.00 p.m. Even then there was no call for the interview. Then I approached the same receptionist and asked her about my interview. She told me that she is not aware about the interview and don’t know anything about it. The Rajagiri Higher Secondary School may be utilising the class room of this school, but I am not informed of it and aware about it. So I again went to other school named Rajagiri Higher Secondary School and met the sir incharge of the interview. He was talking to the students in the office and I approached him and asked about the interview. He then immediately stood up and told me that he will constitute the board now and take the interview. I told him that I was waiting here from 1.00 p.m. onwards and there was no call for me from anywhere else. It shows that you are not prepared to take my interview. Then he told me that he came in search of me at 1.30 p.m. but did not see me in the Rajagiri Higher secondary office. Then I told him that the office boy and receptionist asked me to wait in the visitor’s room of Rajagiri Public School. And all this indicate that you are not keen in searching for the candidate and counter checking with the informer regarding the person. And you were careless about your own duty. And I don’t want to be part of such chaotic institution. Therefore I am quitting from this institution. Thus I didn’t give my interview and came out of the school. </p> <p class="MsoNormal" style="text-indent:18.0pt">I wrote this blog in order to point out the common mistake we make in our assessment regarding an assignment.</p> <p class="MsoListParagraphCxSpFirst" style="text-indent:-18.0pt;mso-list:l0 level1 lfo1"><!--[if !supportLists]--><span style="mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"><span style="mso-list:Ignore">1.<span style="font:7.0pt "Times New Roman""> </span></span></span><!--[endif]-->We fail to inform the last section of people in a chain, especially the gate keeper and receptionist. They constitute the interview board for one interview and after some time they constitute another board for next interview. The school will function as it is. This attitude is created by the general prevailing non-responsible behaviour of institutional authorities. Nobody cares for anybody. So I decided not to be part of irresponsible world. I will be merely waisting my time and energy with the hope that things will better as time moves on. The shelter has to take place in land and therefore the land can’t be traded like a commercial commodity as we conduct trade on other consumer items like vehicle, utensils and accessories of life. The land has to be available to any human being in a reasonable price. And No commodity should be prized more than its productivity also. That is the basic of any trade. If you buy or sell anything above the productivity of an item, then it will perish very soon and it works only as a bubble. So we cannot allow the commercial trade on Land since it is so essential for human being and its existence. If we allow trade on very existence of human being, they will become more aggressive and reactive towards the system and resort to violent method of reaction, which destroys the peace and tranquillity of the human society. Therefore the price fixation of land in Kerala is unethical and unscientific, which needs to be corrected with immediate effect. If these pricing is done to please anybody to meet the commitment, I would say the government and its partners are engaging in very risky and volatile business, which may burn them forever. So correct the mistake before it becomes a disease that kills yourselves very soon.<o:p></o:p></span></p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt"><span style="font-family:"Arial","sans-serif"">I have a suggestion to put forward to general public regarding the fixation of price of land. If the government likes to adopt it they can also takes it to implement the correction in its policy of fixation of price of land. <b style="mso-bidi-font-weight:normal">According to me the land has to be <span style="mso-spacerun:yes"> </span>priced at two levels such as low price and </b></span><b style="mso-bidi-font-weight:normal"><span style="font-family:"Arial","sans-serif";mso-fareast-language:EN-IN;mso-no-proof: yes"><span style="mso-spacerun:yes"> </span></span></b><b style="mso-bidi-font-weight: normal"><span style="font-family:"Arial","sans-serif"">high price and there should be a fixed amount Rs. 500 for registering one cent of land.</span></b><span style="font-family:"Arial","sans-serif""> The low price of a land is determined in order to stop cheating the individuals for any personal or family purpose. The high price of land is determined in order to stop cheating the Bank for loan and other deals with registered documents as security in relation to Public Money. This low and high price has to be determined by the government agency and the high price has to be much below the market price of the land at that particular time. Then only the bank can retain its money from the security attached to it for financial transactions. <span style="mso-spacerun:yes"> </span>Otherwise certain individuals will register land for very high price and take loan from Bank and cheat it, which will result in the bankruptcy and vanishing of public money. Apart from this the people will become lazier and they will engage in real estate trade and won’t work in the land to produce anything. They think that real estate business is good and they can live in this Earth without any work at production level. So the price of land has to be kept low for making the people a working class and engaging them in production of agricultural goods. <o:p></o:p></span></p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt"><span style="font-family:"Arial","sans-serif"">The government is standing as a witness in the transaction of land between me and another individual. For this activity of the government to keep the record of our transaction, they can charge a fixed amount and it can be determined form time to time also. This has to be determined in a fair way between 500 to 1000 for one cent at any given time of the history. As government is a party in vehicle transaction in the name of registration, the same authority is a party in land transaction in the name of registration. The government is not taking percentage of price of vehicle instead it has a fixed amount for each vehicle to register. Similarly the government can fix an amount for the registration of one cent anywhere in Kerala. Thus the government will get a nice income as per the transaction of cents occurred in each year. Why there is this tragedy in the MES Indian School? It is because the Management and the Principal are not interested in improving the learning environment of the School. This school doesn’t have any modern facilities of imparting individual attention to the students; instead it employs the olden method of common education with bench and desk. This system creates lot of indiscipline in the class, where by the teachers and students struggles to maintain the learning environment in the class. The teachers resort to cruel method of imposing discipline and manage to teach some and the sheer luck and individual effort of the students makes the result shining. In the words of Principal himself given to Press release “Besides, hard work, encouragement from teacher and parents alike, self motivation were behind their sterling performance in last year’s Board Exam. Common thread that connects these high achievers is that they ardently believe in systematic study and a good understanding of the subjects.” This shows the child is capable of attaining high result, if he is given admission in good school and right environment. It is not the school or the teachers that makes the result shining, but the sheer efforts of the students to learn nicely.<span style="mso-spacerun:yes"> </span>So the parents shouldn’t spoil the future of your child by getting admission in MES Indian School. There was a talk among the teachers that the good students are deserting the MES Indian School and near future it will be an abode of all rough and undisciplined students especially Muslims who are interested in something else other than education and learning. If you check the toppers list in recent years of MES Indian School, you can understand that the list includes more non-Muslims students in it.<span style="mso-spacerun:yes"> </span>This clearly tells the message to you that MES is shining well due to non-Muslims students and it comes from the nature of students. The parents of non-Muslim students are more educated and their children excel well in studies. If so why should you give your good child along with undisciplined and morally depleted Children of Muslims? <o:p></o:p></span></p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt"><span style="font-size:12.0pt;line-height:115%;font-family:"Arial","sans-serif"">The students who started their studies in India and came to MES Indian School in their 6<sup>th</sup> or 7<sup>th</sup> standard tell us a different story. They were very good students in their home country and were excelling in their studies with their good friends over there. And when they came to MES Indian School, they became the worse and it shows the influence of peer groups in that school. Even if the teachers, who like to correct this system, take action, they will be sidetracked by the unqualified management teachers over there. <span style="mso-spacerun:yes"> </span>And the management will be sending out the teacher who has tried to correct that system. Because these students will be having connections with management and they will complain about the teacher and say that it is the mistake of the teacher. He/She is inefficient to maintain the discipline and impart education effectively in the classroom. Actually in every class there will be five to ten students who are undisciplined and they will be influencing all other students of that class and make the class a mess. Therefore <b style="mso-bidi-font-weight:normal">the future of MES Indian School is so pathetic and parents of good Children irrespective of their religion needs to think about it seriously and find good School for their children</b>. Otherwise the future of your child will be at stake. As one child shared his pathetic experience with me, I would say that in future the parents will be the one of most disliked human beings in their life and they will not hesitate to desert you or kill you even for destroying their future. There are good Schools in Qatar in comparison with MES Indian School, so you can find admission in these schools and give better education to your ward. Earlier is the better. And I shared this important information with you because I want good education to prevail and good students to come up in the Society. The academic inspector Mr.Shamsudhin invited me for a talk and asked me whether you have come here to correct this school? <span style="mso-spacerun:yes"> </span>I answered ‘yes’. Then he vehemently stated that we don’t want any correction and we will be like this for ever. It was a statement from one of the representative of the management. I don’t know his qualification and I haven’t heard him as a teacher in my whole career. But he claims to be an academic inspector. That is the tragedy of MES Indian school, unqualified and business mentality people mange the affairs at the top level. They think education is meant for business and imparting a mess up education is their mission.</p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt">So the parents have to be cautious in getting admission in this school. <span style="mso-spacerun:yes"> </span>The MES Indian School is the worst school I have ever worked in my whole career as a teacher. That is why when they gave me termination on flimsy reason of writing a blog and complaining about the human right violation, I readily accepted it and came out. Because I don’t want to be part of a wrong system and impart mess up education to future children. <span style="mso-spacerun:yes"> </span>Education is my profession and I will impart it to right person to build up a better tomorrow. This is my oath as a teacher. But the students those who study over there in MES Indian School, will become most undisciplined and notorious criminals in their lives. The good child will become bad and the worse due to MES Indian School. That is the experience I got from there as class teacher and teacher in various standards. So my own colleagues resigned and came to Kerala to impart good education to their children and not to be part of that wrong system. As long as this school remains in the hands of present management, it is not going to come out from its present slumber and undisciplined manner. Because they were notorious children in their childhood and went to gulf with their notorious attitude and gained money from their business. So they consider the education as a realm to be notorious and amalgamate wealth by imparting the same education they learned in their childhood.</p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt">So the hidden agenda is clear in their mind. As they had experienced and learned mess up education in their childhood, they will give same education now-a-days and spoil other generations also. So that others won’t grow higher than them. Therefore the parents have to be very cautious in getting admission in these institutions for their children. It is certain that your ward will be spoiled. And they will be getting one-sided education due to single sex education, which will have severe impact in their personality development and interactions in the society. This will create lot of impact in their development and progress as human being in this modern world. The education is the only means to improve your present condition and get along in this modern world. If your ward has not learned the correct education in their childhood, they are not going to learn it in their future. And at the end they will turn against you in your old age, because they have not learned anything good in their childhood. Instead they have learned disrespect, disobedience and undisciplined with a mentality of fighting with their colleagues. So they continue the same thing in their life. As you learn you will behave. If you have learned right thing you will show that and if you learn the wrong thing you will certainly depict that in your life. </p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt">Therefore it is my humble advice that don’t gets an admission for your child in this school and try to get an admission in some other good school. You may be forced to spend more but that is a good investment for the future. Please don’t give the mess up education to your child. They won’t give either good education or co-education, which will correct your child in his development. Instead they will give mess up education and buy more money from your pocket for other amenities they pretend to provide over there. Thus you will lose your money and get a spoiled child at the end. You are free to have your own conclusions and decisions. But I stated the fact, which I observed and experienced over there. If you are intelligent you will take the right decision otherwise you will show what you are. After Publishing this article and writing to various government and international agencies regarding the Human right violation masterminded by the Qatar Givernement to show their viewership to fool the Intereantional media and FIFA regarding the World Cup, the Gvernment inflenced my School to dismiss me from the job as teacher of MES Indian School. Accordingly I was given a short notice in the morning and forced exist in the afternoon itself inorder to hush up this issue being taken with Labour court and other Human Right Oraganisation in Qatar. And I am writing this blog from India, my home country. This shows that governemnt could influence the school mangement under the pretention of sponsorship law, where by the school itself have to stop functioning over there. This clearly indicate the influnece of Sponsorship laws of Qatar and Middle East, which is a draconian sword over the head of every employee and authors of various articles, which point out the expoitation of humans in this modrn world. The persons who point out the vioaltion of human right are sent out from that country. And they ensure the slavery of everyhuman over there . Thus the Arabs and persons support the slavery of Arabs continue to shine over there and enusre the slavery of others over there.<br />Therefore the international agency such as FIFA should reconsider its decsion of awarding the world CUP 2022 to Qatar as the hoisitng Country. The person who support the sport should raise their voice and influence the interenational agencies and other organisation to reconsider the decision of FIFA. If the Qataries can do this to a person who point out the basic human right violation of viewers in order to ensure the number of participants in the events, they will contiue to do the same to other persons in future. As the minerals deplete and Middle East money become a devalued one and food matterials cost high, the Qataries will bring more draconian laws to ensure the particiaption of viewers in the events of future. So the free citizens of future world should raise their voice against this modern slavery inflicted upon the humans beings only on the basis of money and basic need of human to have a job to meet his matterial needs. The free world, where humans express their views freely and work with full heart in order to build up a world of better humans, should be the aim of next generation. For this the present generation has to work and write against the injustice inlficted upon the humans in the name of sports and international events. And it has to be made mandatory over the International agencies that these events of Sports and other games should be given to the country, which support freedom and abolish slavery of any form. The sports and other events shouldn't be an event of compulsion and a method to perpetuate the slavery.<br />The world should raise their voice and force the Qatar to abolish the sponsorship law, where by they control every aspect of an expatriate in their country. The organisation which takes inhuman and anti-human right means to appease the authorities should be penalised and brought under the scrutiny. If they continue this same method of persecution, they should be stopped functioning over there. Becasue the educational institutions gives a wrong message to the students of future generation that the students once become the captians of industry can continue to expolit others and violate the human rights of others. This kind of mentality will bring agitation in the minds of workers and one day they will react vehemently, which will culmiate in utter distruction of law and order. They may not even hesitate to murder the murderers of basic human rights. so my humble request before the world of free minds are this<br />1. Force the Qatar to uphold the freedom of individual and freedom of expression, where by the a nation of free citizen will come up.<br />2. Ensure the abolishion of sposorship laws of Qatar and Middle East to ensure the freedom of worker to do any job as he likes and thus he won't be sent out from a country for the expoitation he has pointed out or written about.<br />3. The monarchial government, which amalgamate wealth by utilising the minerals of Nation, which belongs to people, should shed their power and people should be made the ultimate authority to decide their future and events.<br />4. The FIFA should cancel the events if the QATAR doesn't bring desired changes in their country and give the events to other Nations which support the freedom.<br />5. Forward this to ALJazeera, the Channel regidtered in QATAR and evaluate their response to the freedom of expression, which they demand in other countries and show to other world the irregularities and slavery of other nationals.<br />6. The Insitutions that violate the human rights in future should be stopped functioning and we shouldn't allow those agenices to give education in anypart of the world. Because it will bring slavish mentality and cruel reactions in the mind of studetns and the future nations have to spend a lot of money for controlling these fellows due to false educataion given to them.<br />Hope the readers will rise up from their slumber and bring changes in the world as desired by free human beings. The MES Indian School 2000 students and 150 staff are forced to watch in the Khalifa non roof top stadium for three times such as Group A match between China and Qatar on 12-01-11, the semi-final between Australia and Uzbekistan on 25-01-11, and the final between Australia and Japan on 29-01-11. It is a fact that Qatar does not have the viewers from their own nationalities in ASIAN CUP Foot ball match. They hoist this event in order to pretend among other nations that they are developed and sports loving Nation. But the fact is that the government and organising committee force the business group and companies to purchase the ticket of foot ball match and statistically prove in front of the International agencies that the ticket are sold out.<span style="mso-spacerun:yes"> </span>This is viewed by agencies as the enthusiasm of the QATARIES to participate in the match. But the reality is that those companies won’t have required staff and persons to view the match and stadium remains empty. Then these organising committees approach the schools and other institutions to send their students to view the match. They print ticket like corporate child and distribute the ticket freely at school and even escort their buses to stadium in order to fill the empty seats over there. The tragedy and slavery begins from this decision of the committee to distribute the ticket to school children. The school authorities, who are always ready to please the government authorities in order to get favours in the governmental inspection of fire and safety and other lawful requirements, take up this request with keen interest and force every child and staff to participate in the match. The staff and students, who have reached in the school at 6.45 A.M. is compulsorily asked by the management and Principal to stay at school till 11.00 p.m. for participating in the match.</p> <p class="MsoNormal" style="text-align:justify;text-indent:36.0pt">The regular school timings in Qatar starts at 6.45 a.m. and ends at 1.30 p.m. and staff and students return to their homes after the school hours. But when there is foot ball match the staff and students are not taken home at 1.30. p.m. because it will cause expenses to school for flying the vehicles. So these students and staff are forced to stay at school till 6.00 p.m. and then they are taken by the school buses to stadium under the police escort. Thus they reach in the stadium without their lunch, tea and necessary latrine and bathroom needs. Then these sections of the people are force to sit in the Khalifa stadium where there is no roof top in the bare plastic chairs without necessary warm clothes in this severe winter season till the match get finished. Usually the foot ball match of ASIAN CUP starts at 7.15 p.m. and ends at 9.30 p.m. after the match the teachers have to ensure that every student has returned to the same buses in which they have arrived. This process itself will take one hour, because 2000 students and 150 staff are participating in this event. So there will be 50 buses in that area and it is difficult for the student to identify the exact buses in that busy area where all other vehicles came to stadium have parked. After ensuring the number of students and teachers manually count the students, the buses move back to school at 10.30 p.m. under the police escort. These buses reach in the school by 11.00 p.m. After that the staff and student have to return to their homes, which will take another one hour in the busy traffic due to these events. So actually the students and staff reaches at their residence only by 12.00 p.m. Then some have to cook food and all have to take bath and have supper before we go to sleep at 1.00 p.m. and report to school on the next day at 6.45 a.m. for regular classes. In order to reach at school at 6.45 a.m. each of us have to get up at 4.00 a.m. to have our morning bathroom, bath and cooking and travel. Why can’t the Muslims of Middle East Nations work and earn their livelihood rather than earn their livelihood through sponsorship laws and high rent?</p> <p class="MsoNormal" style="margin-left:18.0pt;text-align:justify;text-indent: 18.0pt">I hope the international media and agencies and Democratic Nations will consider these suggestions and make necessary corrections in their policies to send their citizens to other nations or hoist certain matches in other nations. When she was only person in the ladies compartment, Govindaswamy (30) who try to steal her bag and when she resisted he pushed her out of the train which caused her a severe head injury and then the convict dragged the lady to some distance and raped her. After an hour of searching when found her she was seriously injured and admitted to Trissur medical college hospital, Doctors tried their best to save her life but she died today (Sunday) morning.</p><p>This incident should be an eye opening to the Keralaites regarding the safety of an Individual. Any human being is a societal human being and when you shrink that reality into your gender, you have to face the problem of safety and discrimination. So it has to be mandatory for every human being to travel in group rather than individually. There is ladies compartment in the train and it is constituted to avoid the harassment of the men in rush hours and it is not meant for lone journey. So the women travelers have to learn to travel in group. It is commonsense that if there is no other person in a compartment, the traveler has to disembark that compartment and join with other persons in other compartment.</p><p>Secondally the man was trying to rape this girl in the train itself. According to police, the man had attacked the girl in the deserted women’s compartment as the train was nearing its destination. She had tried to free herself from his grip and come to the doorway. However, the man pushed her out and also followed her as the train was slowing down. This shows that this handicapped man was eying for sex with a women in his life. The basic desire of a man to have sex doesn't have any window in the traditional atmosphere of the Kerala. So the Kerala should have a street for commercial sex workers to run legal brothel in the vicinity of Kerala. This will reduce the incidents of this kind in the train. Because the Bombay and Pune and other metropolitan cities have these kinds of streets and womens are travelling in these cities freely even in the late night. Therefore the Indian money belongs to India. Actually it is the money of an ordinary citizen amalgamated by the traders and bureaucrats in collaboration with Politicians. SO this money has to be brought back to India and Swiss bank should be made responsible for handing over this money to India. It is not the legal money of account holder. He/She deposited this money by evading the tax and collecting the money from India through bribery and illegal trade etc.. Actually it is the money of Indians which was taken away by the Swiss Bank by encouraging Indians to do fraud and deposit it in their Bank. This is modern looting by an European country by encouraging Indians to collect the money by any means and deposit it in their bank for their business. So the Swiss bank do not have any moral standard to keep that money with them. The encouragement given to the money launderers by a Bank itself shows the unethical means of nation and its fraudulent means of attaining money of other Nation by means of looting and depositing in the Swiss Bank. </strong><div><strong><span class="Apple-tab-span" style="white-space:pre"> </span>Therefore the Indian Government should not hesitate to ask the the Swiss Bank to transfer all the money to Indian Bank and bring the account holders under scrutiny and law. Some parts of India and some groups of Indians have benefited a great deal from economic development. They live in a large houses and dine in expensive restaurants, send their children to expensive private schools and take expensive foreign holidays. At the same time many others continue to live below the poverty line. Housed in urban slums, or living in remote villages on lands that yield little, they cannot afford to send their children to school. The constitution recognizes equality before law but in real life some Indians are more equal than others. Judged by the standards it set itself at independence, the Republic of India has not been a great success. But it has not been a failure either.</div><div style="text-align: justify;">As Mahatma Gandhi's follower Mira Behn wrote in 1949, by "science and machinery mankind may get huge returns for a time, but ultimately will come desolation. We have got to study Nature's balance, and develop our lives within her laws, if we are to survive as a physically healthy and morally decent species". So I would say that the future of India lies in the river linking projects which is very much related to agriculture. Over the years we have given more emphasis to Industries and traders. Now they are looting the people and only a few people become rich and majority becomes poor. But if we give emphasis to primary sector then majority will get benefit of it. For this the land requires the water, which can be easily given to our land by linking the rivers through canal system. Let the Ganga and Brahmaputra be linked to other parts of the country. And the malayalee is simply sitting at home complaining about this price hike. They hesitate to act or work. This inflation is brought out by malayalee only. Their political sense to fight against traders and punish those who inflate the price is gone forever. So now the trader is the king. <span style="mso-spacerun:yes"> </span>They hike the price of the commodity according to their whims and fancies. They purchase goods at lower price form the farmer and the producer of primary goods never gets their due share in this price hike. So the agriculture always becomes a business of loss. Because of this many won’t venture into this business where by the production will be controlled and the price hike is possible. This situation is cleverly brought out by the traders only. And the people are reluctant to protest against these traders and force the government to act against the traders. The government can easily bring price control through its village officers and other staff employed in its nook and corner. The trader who violates the law of government has to be penalised for his illegal trading and prices. But the people and government are in slumber. The people can easily loot the trader and force the government to look into this matter with immediate effect. But the people won’t do that. The CAG’s estimate (which was based on the prices paid by bidders in the auction of 3G spectrum) indicate that the Indian exchequer was defrauded to the extent of a staggering 1,52,000 crores!</p> <p class="MsoNormal">In the recent past, we have also witnessed the ugly and shameful corruption surrounding the Commonwealth Games and the Adarsh Housing Society scam in Mumbai. These are only a few scams that have seen the light of the day. Not a single day goes without some scam taking place somewhere in the country, and in a growing economy like India, in the absence of adequate safeguards, we can be certain of continued corruption.</p> <p class="MsoNormal">Yet, the public debate seems to be focused on superficial measures such as removal of a minister/chief minister, and constituting a parliamentary committee for investigation. While they may be necessary measures in the short run, there is nothing on the anvil to either punish the guilty parties, take corrective measures to make good the loss to the exchequer, and prevent corruption from taking place in the future.</p> <p class="MsoNormal">The need of the hour is tangible, decisive action for combating corruption. We took the initiative to create a common platform – “National Campaign against Corruption” to bring together eminent Indians from various walks of life, and like minded civil society organizations from across the country. What is the 2G Spectrum Scam?</p> <p class="MsoNormal">Ans. In 2008, the union government awarded pan India licenses and second generation telecom spectrum to 9 companies in 122 circles for offering mobile telephony services. These licenses were awarded in an arbitrary and non-transparent manner for a paltry sum of `1658 crores, which was the price discovered in 2001, when the teledensity was very low.<span style="mso-spacerun:yes"> </span>This abnormally low price was fixed without taking into account the remarkable increase in teledensity in the country, and the precious and the finite spectrum was allocated on a first-come, first-served basis without calling for competitive bids and without regard to experience in telecom sector. The government has also failed to lay down eligibility criteria for applicants and arbitrarily advanced the cut-off date for considering applications. The subsequent sale of spectrum so cornered by fly-by-night operators for many times the fee they paid had caused enormous loss running into tens of thousands of crores of rupees to the public exchequer. </p> <p class="MsoNormal"><span style="mso-spacerun:yes"> </span>Based on the subsequent auction of airwaves for third generation (3G) services, which fetched nearly `63000 crores, and that for broadband access, which fetched over `35700 crores, the notional loss to the exchequer due to under pricing of 2G spectrum was estimated by the CAG to be a whopping `160,000 crores !!</p> <p class="MsoNormal"><span style="mso-spacerun:yes"> </span>Q. Can the 2G licenses be cancelled?</p> <p class="MsoNormal">Ans. Yes. Under Section 23 and 24 of the Indian Contracts Act 1872, a contract becomes void if it is tainted with corruption. The Government can cancel the licenses and take back the 2G spectrum thus allotted, and return the license fee to the licensees after deducting fee for the period they used it. Revoking the allocation in public interest is necessary, fully justified, and legally tenable. </p> <p class="MsoNormal"><span style="mso-spacerun:yes"> </span>Q. How do we recover the lost money?</p> <p class="MsoNormal">A. The government can recover the lost money by fresh allocation of 2G spectrum through international competitive bidding after laying down transparent eligibility criteria in consultation with TRAI (Telecom Regulatory Authority of India).<span style="mso-spacerun:yes"> </span>Also, the government can recover the excess profits obtained by the licensees, through imposition of a ‘windfall profit tax’. </p> <p class="MsoNormal"><span style="mso-spacerun:yes"> </span></p> <p class="MsoNormal">Q. What can be done to punish the guilty and prevent such scams from recurring in the future?</p> <p class="MsoNormal"><span style="mso-spacerun:yes"> </span>Ans. The government can immediately take up the following measures to prevent recurrence of such scams and frauds:</p> <p class="MsoNormal">·<span style="mso-spacerun:yes"> </span>Enact a law under which any license/lease of natural resources by the Government shall become void if there is evidence of corruption/fraud/collusion/loss to the Government. The fear of losing licenses/leases obtained with illegal money will deter corporates from indulging in corruption. </p> <p class="MsoNormal">·<span style="mso-spacerun:yes"> </span>Enact a Windfall Profits Tax law (on the lines of the UK law 1997), which will provide for stiff taxation of windfall profits earned by corporates in the exploitation of natural resources either because of monopoly or a change in the global economic environment. The companies that cornered the 2G spectrum licenses through questionable means and sold them within weeks for astronomical sums should be subjected to the proposed windfall profits tax.<span style="mso-spacerun:yes"> </span>Such a law will also help tax the abnormal profits made in the mining and other sectors. </p> <p class="MsoNormal">·<span style="mso-spacerun:yes"> </span>Enact a False Claims Act (on the lines of the U.S. law). If the exchequer incurs any loss because of fraud or misrepresentation or violation of the due process as determined by an independent, competent authority, the guilty will have to pay a civil penalty equivalent to three to five times the loss sustained.<span style="mso-spacerun:yes"> </span>The U.S. Government has collected over $24 billion from corporates under this Act.</p> <p class="MsoNormal">·<span style="mso-spacerun:yes"> </span>Enact a comprehensive anti-corruption law and create an Independent Anti-Corruption Commission (IACC). IACC set up in Hong Kong in 1974 reduced corruption within a few years.</p> <p class="MsoNormal"><span style="mso-spacerun:yes"> </span>There is evidence that significant reduction in corruption alone will enhance economic growth rate by 1.5 to 2 percent per annum. Recent estimates indicate that nearly ` 21 lakh crores of tax evaded money earned through corruption and dishonest business practices is stashed away outside India debt. This was a haunting question for me for many years. After profound thinking and reflexion I would like to put forward a suggestion to the general public that corruption can be stopped overnight by a single legislation. The parliament of India has to pass a constitutional law where by the person, who takes bribes form the people for any service rendered to that person, is dismissed from the office, whether it is bureaucratic or executive, legislative and judicial. If the person is dismissed from the office then other colleagues of him will think twice before he/she takes the bribes from common man. It is only through this draconian law we can eradicate corruption form the democratic government. Otherwise the democratic government will be the most corrupt institution ever the world has witnessed in its history. So in order to avoid this catastrophe we need to pass this draconian law and it can't be questioned any court of law as long as the democracy exist in a country. Then naturally the question emerges who will be the person decide that a person is guilty of the corruption or not. Actually it is better decided by the consumer itself and nobody else. The consumer can register the case with the civil court where the representative of the local ward member either in panchayat or muncipalities are included and other members of civil court will be the social worker of that locality, religious leader of majority religion, bureaucratic representative and judicial representative. The decision of this body will be final and it will be implemented by the government. If this law come into force automatically the corruption will end by itself. usually thee will be great hue and cry against this draconian law which has to be side tracked and allow and encourage the civil local authority to function well. If this is the case then they will be more cautious in their dealing and poor man will get justice fast. Once a person is removed from the office next person is recruited to that post from the Psc list from which that person is appointed.</div><div><span class="Apple-tab-span" style="white-space:pre"> </span>This law won't be passed by the legislatures of the Nation,instead the public has to demand it form parliament through their constant effort and strike against the parliament to pass this law. The political parties and the bureaucracy are the corrupt fellows in the modern India. so we cannot rely on the investigation of the executive persons Therefore the people can investigate the case and present the matter before the civil court with regard to the person involved in the case. The modern world is so advanced that the person wants to book the corrupt person can do it with modern cadgets and methods. This law will give an impetus to the public to complain and sent the corrupt bureucrat or legislature home. If the member of the legislature is dismissed from the office the second person who got the largest vote will be sent to the legislature and it will be repeated as per the order. The Government is not constituted not on the basis of the party but on the basis of the elected representatives. Once elected, the members of legislature will be divided as two sections such as ruling section and opposition section. This section rule the country for the fixed period. My suggestion to overcome the recession is the price control. The modern world is ruled by the industrialists and trading persons. This has to be changed and the real producer has to get the value depending upon the value of his product. The present industrialists are engaged in the profit making enterprises and never think of serving the community with their product. They artificially increase the value of their product and sell it for more prices than its actual cost of production. So any commodity has to be valued on the basis of their cost of production and not on the basis of the profit making enterprises. In order to regulate the urge of human being to make more money, the government has to intervene and make laws to regulate the prices of the commodity. Because any industry uses the raw material available in the Nature, which is equally deserved for other humans as well. Therefore every humans have equally access to these resources of Nature. It is not the sole property of the entrepreneur alone. He acquires his wealth by becoming an enterpriser and not by becoming the owner of the factory. The entrepreneur will get a salary depend upon his performance and work. This has to be the income for him and not the profit. The profit made by the company belongs to the public and it is the rightful share of the workers and they have the sole authority in determining the utilization of that fund. </div><div>If such situation of price control comes into effect, then the escalation of the prices according to the greediness of the entrepreneur will come to an end. In order to control the prices the government has to publish the prices of each commodity daily in the news paper and it remains the same for one week. During this time the village level officers will check the shops with in their jurisdiction to report any kind of irregularities. After one week the government may review the prices on the basis of the recommendation of the expert committees in each field. This will bring the recession down and the consumer will buy things more since it is cheaper.
